A cursory look on the web indicates this program to be one used by government schools here in Vic, Aus. The program is installed on users' personal devices before they are permitted to them to access the school network.
I've just deleted it from a laptop loaned to a high-school student.

Definite malware and spyware. It is required to access school internet services. I wouldn't download it I had to, since you need to give it administrative controls for it to run. It basically turns your device, which you paid for, into a RAT that the school could access at any time. This sort of thing should be illegal.
