Somehow I got something installed in Program Files X86 under the following directory path:
C:Program Files (x86)LocaBinLocaProxy.exe
and
C:Program Files (x86)LocaBinLocaProxy Tracker.exe
What I noticed was I was getting audio being played in the background for advertisements however there wasn't any page displayed. This only happened when I open IE. I would see under applications the following:
http://cdn.serveadzpixel.com/?s=nnnn (where n is a number) and it was set to refresh about every 15-30 seconds.
I tried unsuccessfully to resolve the address and think it might have been coming from 176.9.71.238 but cannot be certain.
Anyway the way I stopped it was simple I did not open a browser and found the program(s) and renamed them from .exe to .old and that seemed to have stopped it.
In case anyone else has this problem.

LocaProxyTracker together with LocaProxy has to be a virus or malware. It keeps creating two entries in the registry: ProxyOverride and ProxyServer. Moreover it keeps changing the value of ProxyEnabled to 1 which means that if you clear the checkbox for ProxyServer in internet settings it's set again in a few seconds. The result of this action is that some web pages can't be loaded at all.

Had the same trouble what Krzysztof Jankowski wrote about - at my mom's computer. After renaming the files you also have to remember to go your tools -->internet settings -->connections-->LAN settings, and only mark to "Automatically detect settings" and disable the rest. Afterwards it'll load all the websites. Thanks to Ned Stewart as well for the advice, I'm happy I've found a solution!
