I was puzzled by regass.exe and stopped it from running to see what would happen, and put it on manual start from
Control panelsystem and securityAdministrative toolsServices (Local)
The result: it disabled the functioning of at least one function key, i.e., F9, which I use to refresh Outlook's email to download from the server.
I changed it back to an automatic start and things went back to normal, with the F9 key working once again.
