LG downloaded VZWnotiagent which wants to take over every time I start the computer. What does it do? The last thing I need is a program that duplicates some other program. Why keep it?

LG download VZWnotiagent keeps asking me to allow access. I did this once, and it took over my internet by disabling it. I had to use the "restore" to gain control back of the internet. I had to restore back to May 31st. I've since uninstalled everything I can find related to this file, but it still keeps coming back up everytime i reboot. Any ideas?
