I did some research on it as I had detected it on my PC. "????" replaces "应用程序" because of problems with encoding and you can also find application "WatchDevice Microsoft 基础类应用程序" It is created by Chineese game controlers' drivers, for example controlers made by Gembird. The driver adds it to the startup if you delete it from there. Different versions of it have been checked in some checking programs and services, but none of them consider them dangerous.
