FYI. This file(qlb.exe) kept coming up as unknown when running norton power eraser. I decided to delete it. When trying to run IE windows update after the reboot, I received an error and it wouldn't find updates. I restored the qlb.exe file and rebooted. Now my windows update in IE works again. This file is necessary to run windows updates. Leave it.
